Affordable Housing Project to Transform Staten Island Sanitation Garage

A city-owned sanitation garage on Staten Island’s North Shore will soon be transformed into affordable housing and a hub of community amenities as part of a new project announced by the New York City Department of Housing Preservation and Development (HPD).

The development, named Hillside Grove, will replace the garage at 539 Jersey Street with 232 affordable housing units, a grocery store, public green spaces, and community services. The project is part of the Adams administration’s “24 in 24” initiative, which aims to create affordable housing on publicly owned land across the city.

“Hillside Grove symbolizes hope and renewal for Staten Island’s North Shore,” HPD Commissioner Adolfo Carrión Jr. said in a statement. “This redevelopment will create affordable homes, green spaces, and essential services that strengthen the community. Staten Islanders deserve housing that matches their aspirations for quality and affordability.”

The project will be developed by a partnership of Volunteers of America-Greater New York, Spatial Equity Co., and Nehemiah HDFC. Purpose by Design Architects, a design collaborative with a focus on sustainability and inclusivity, has been tapped to lead the design. The plans include modern and environmentally friendly housing that integrates seamlessly with the neighborhood’s character.

Hillside Grove will incorporate various sustainability measures, such as Passive House certification, geothermal energy systems, rooftop solar panels, and advanced stormwater management. The development will also include over 100 newly planted trees, green roofs, and public spaces designed to foster a sense of community and well-being.

The site design includes widened sidewalks with shaded seating, public plazas, and an interior courtyard featuring a jogging path, a community garden, and recreation spaces. Public plazas will be situated at key intersections, offering gathering spaces for residents and visitors alike.

The project’s collaborative team highlighted the potential for Hillside Grove to address Staten Island’s housing challenges while providing opportunities for community growth. Jeffrey Ginsburg, president and CEO of Volunteers of America-Greater New York, described the effort as a significant investment in the neighborhood’s future.

“Everyone deserves an affordable, safe, and comfortable place to call home,” Ginsburg said. “Hillside Grove is a powerful example of what can be achieved with community-focused investment.”

Construction on Hillside Grove is expected to begin next year, marking a major step forward in revitalizing Staten Island’s North Shore and providing much-needed affordable housing for the community.
